Marcelo de Souza Carneiro Lima

Mr. Marcelo Lima has served as Head of International Affairs at ANAC, the Brazilian Civil Aviation Agency, since August 2023.
From 2020 to 2023, he served as Alternate Representative of Brazil to the Council of the International Civil Aviation Organization (ICAO) and as International Air Transport Advisor to the Brazilian Delegation to ICAO. In these roles, he represented ANAC on a broad range of international civil aviation matters, including cooperation, safety, security, environmental protection, and air transport policy, and took part in numerous high-level negotiations, meetings, and events within ICAO.
Earlier in his career at ANAC, Mr. Lima held several senior management positions, including Head of the Operations Department at the General Inspectorate and Head of Air Services Oversight. Among other major responsibilities, he coordinated ANAC’s operational activities related to the FIFA World Cup and the Olympic and Paralympic Games in Brazil, leading a large nationwide structure of more than 1,000 civil servants and inspectors.
Mr. Lima has been a career civil servant at ANAC since 2008. He also served as a Professor-Tutor at the University of Brasília (UnB) in undergraduate programs in Public Administration and Business Administration.
He holds a Master’s degree in Disaster and Emergency Management, a Bachelor’s degree in Business Administration, and a Technological degree in Business Management. He also holds postgraduate qualifications in Finance and Business Planning and in Business and Institutional Communication.
